In 2017, CCJRC helped pass HB17-1326, creating what is now known as the Community Crime Prevention Initiative.
This initiative redirects resources from incarceration into community-based prevention and economic opportunity in underserved communities. It shows that real public safety is built through strong neighborhoods, local leadership, and sustained investment — not expanded incarceration — and offers a model for strengthening communities across Colorado.
After decades of over-policing and mass incarceration, CCJRC and community members stepped back and asked, what would different look like? As part of CCJRC's community reinvestment strategy, Transforming Safety: Community Crime Prevention Initiative uses a public safety framework focused on preventing crime through community development.

In each of the four pilot communities, residents, service providers, and community leaders identified safety priorities that shaped the grant guidelines for that community.
Community Grants
Funding supports nonprofits, schools, and local organizations that strengthen community stability — including youth development, violence prevention, reentry support, academic success, and services for families.
Small Business Loans
Through partnerships with Community Development Financial Institutions, small businesses in participating communities can access loans (up to $50,000) to build local economic opportunity — a key driver of long-term safety.
