CCJRC was founded in 1999 to support legislation sponsored by Senator Dorothy Rupert and Representative Penfield Tate that called for a three-year halt to prison expansion and the creation of a sentencing reform task force. The Rupert–Tate Game Changer Award honors their leadership and foresight.
We are proud to honor Dana Walters Flores of the National Center for Youth Law, alongside the Colorado Youth Justice Collaborative, as this year’s Rupert-Tate Game Changer Award recipients.
Together, they have built a powerful, youth-led movement that has advanced transformative policy change, expanded community-based alternatives to incarceration, and brought urgent attention to the conditions facing incarcerated youth in Colorado.
